Black Radley was founded in 1999. Specialists in complex project management, they work for a range of high-profile public sector customers, and for organisations in the private or voluntary sector with public sector connections. They have offices in London, the West Midlands and Yorkshire.
Black Radley identified the opportunity to produce an innovative management reporting system that helps city councils, and other public sector structures, efficiently and accurately evaluate their performance and adherence to legislation.

27stars were commissioned to produce this product, EA Toolkit. Following successful development and testing, Black Radley has released the solution to the market and it is already being taken up by a number of large public sector organisations.
Birmingham City Council, the largest local authority in Europe, has just commenced an organisation-wide roll out of EA Toolkit. 27stars is responsible for everything: user interface design, early-stage prototyping, core development, server hosting, and on-going support and maintenance.
